Initiative in serious jeopardy.  Implementation is not proceeding according to plans because of
Congressional intervention as a result of employee protestation.  H.R. 3426 is passed into law.

Some slippage or other issues requiring adjustment by Congress; and

All government is contracted out.  Federal buildings are sold, and all local offices in districts are closed.  Civil service is abolished, and career employees go on unemployment, or take non-union positions at lower pay without benefits.  Veteran and minority status rendered meaningless.  Private contractors reap untold profits for political favors, and furnish marginal services in return absent any oversight.  No Congressional intervention is undertaken to prevent streamlined, arbitrary and capricious outsourcing.
